Per The Eklutna Tribe Enrollment Ordinance

Base Roll Member: “A Native resident in Eklutna Village beginning with 1940 and determined by the official 1941, United States Census Roll for Eklutna Village, for the sole purpose of establishing a starting point for the English written Tribal Roll. Such factors as (a) ethnic origins, (b) home ownership and sharing, (c) being born or raised in the village, (d) substantial affiliation with family ties, or other criteria shall be considered in determining the right to be enrolled with the Eklutna Tribe.
Full Member: You may apply for full membership with the Eklutna Tribe, providing that you are not a member of any other Tribe and based on the following: A Base Roll Member; or a biological descendant of a Base Roll Member; or any Athabascan Native person enrolled in Eklutna, Inc.

Adoptive Member: An applicant can become an adoptive member, providing that he/she is not a member of any other Tribe, and is: A spouse of a full member, or a legally adopted child of a full member; or a stepchild of a full member; or a dependent under legal guardianship of the Tribe or a Full member; or a person of Alaska Native or American Indian blood who resides within the Tribe’s chosen jurisdictional area and who has either been abandoned by his/her Tribe or who has no active membership in any other Tribe. A person of Alaska Native or American Indian blood who has continuously resided in the village for a period exceeding one (1) year, and who intends to reside in the village indefinitely; or a person who is eligible to apply for, but is denied or revoked Full Membership.
